Family TV Programming # 13: House Bill 5103:Anti-Violence media bill for Children



          I just read the news recently from the MANILA BULLETIN NEWS WEBSITE about the passing the bill of House Bill 5103 who want to limit the exposure of violent programs,movies and footages from 6:00 am to 10:00 pm.But think again and just observe:
1. News is having violence and its real in every segments 
2.Teleseryes promotes violence and teaching female or a raging faggot fighting style of hair grabbing and face slapping or else girlie smackdown.
3.Face 2 Face and Personalan promotes violence, when you see adult acting like wrestlers and worst than the Rock,Steve Cold Austin ,John Cena and many more.
4.Sports is having violence also through bumping,fighting if there's an argument or else boxing every Sunday Mornings.

Arroyo bats for tougher TV censorship against violence

Former president and re-elected Pampanga Rep. Gloria Macapagal Arroyo wants violence on television censored from 6 am to 10 pm to protect children.

After winning a re-election bid without personally campaigning, Arroyo vowed to re-file  House Bill 5103 seeking to limit the exposure of children to violent programming on television and cable systems.

HB 5103 remained pending before the House Committee on Welfare of Children chaired by Zamboanga del Sur Rep. Aurora Cerilles.

The bill directs the Movie and Television Review and Classification Board (MTRCB) to prohibit all television and cable stations from airing violent programs, movies or footages from 6 am to 10pm.

It also mandates the National Telecommunications Commission (NTC) to assist the MTRCB in enforcing the ban. 

“Television is a powerful teacher of young children that sometimes a modern-day hero who uses violence to get what he wants, confuses the young between real violence and the make-believe violence, thinking that criminals in the tube are powerful role models,” Arroyo said.  

The former president noted that the MTRCB was created in 1985 under P.D.1986, which was an initial step towards reviewing and censoring films or television programs to improve, upgrade and make viable the industry as a source of fueling the national economy.

“However, the law does not authorize the MTRCB to prescribe ratings for violence in television programming and rules for signals containing specifications for blocking violent programming in apparatuses with such technical capability,” Arroyo said.

Dato, on the other hand, explained that Republic Act 7925 or the Public Telecommunication Policy Act of the Philippines was enacted into law but also failed to give authority to the NTC  for broadcast operations of public communications entities.

The Camarines Sur lawmaker noted that the Journal of the American Medical Association in many occasions since 1975 has alerted the  medical community on the adverse effects of televised violence on child development such as the increase in the level of aggressive behavior among children.

“A report of Harry Frank Guggenheim Foundation of the United States dated May 1993 revealed that there was an irrefutable connection between the amount of violence in television programs viewed by children and increased aggression among them,” he said. 

The bill directs the MTRCB and the NTC to  jointly prescribe, in consultation with television broadcasters, cable operators, concerned non-government organizations for children, and interested individuals from the private sector, rules for rating the level of violence in television programming including rules for the transmission by television broadcast systems and cable systems of signals containing specifications for blocking violent programming.

Showing Tokusatsu and Anime shows have more sense of Justice and Balance. Bad people can't afford to see heroes from the ranks coming out which is inspired by those shows people love to watch back in their youth. It gives them ideas on how to fight evil. Propaganda as always.
