The main villain of Kaizoku Sentai Goukaiger confirmed they are called the Zangyaku Empire composed of 4 villain characters with silver colored foot soldier look like unfinished robot or a funky metal guy come from ET race.They are no confirmed names as of now but they will look similar to Baruban empire of Gingaman,The gold one is look like General Jak from Kamen Rider Black RX,the green female one from leftside has a similar mouth piece to Dayu of Shinkenger,The right one look which is a skull form will be a knight type like Juzo and thief knight Kiros battle against Goukaiger and the last at the center will be an intelligent type villain would be an advisor or a magical type, he really looks like Buredoran.
Sorry if I'm not search yet the confirmed name of villains but I will update their names because it's only a picture first came from the Tokuinsider blog.
